In March of 1917, Tsar Nicholas II was forced to abdicate the throne of Russia. In his place, a conservative Provisional Government formed, representing the official authority of the state. Opposed to the newly formed government stood the Petrograd Soviet, an elected council of workers organized by socialist activists.
Over the following months, an internal struggle for power and influence would dominate the country and spark a social revolution. In this state of dual power, or dvoevlastie, charismatic and powerful leaders would rise with the tide of public dissatisfaction and change the course of Russian politics forever.
In Dual Powers, 1-2 players direct the forces on one side of this struggle through political action, social maneuvering, and military conflict. The player with greater support at the end of the game will shape Russia’s future and either launch or suppress the impending Civil War.

This is a 2000 pt event. All models must be WYSIWYG*, paint is not required but will be scored and is preferred. You need to bring 4 copies of your list PLUS … a story!
This Narrative game encourages you to write a story about your forces and why they are there.
Why are your forces coming to the Kophal System?
What will be their fate or the fate of the Imperial lives that call this system home?
Here is the background:
This will be an event located in the System of Kophal.
Kophal I is a volcanic deathworld with a small habital zone on the dark side of the planet. The planet seems to defy standard physics and does not spin on its axis. It is home to a heavy metal and rare earth mine and refinery.
Kophal II is an unconfortable hot and mildly volcanic planet, home to a small forgeworld run by the Ryza Forgeworld.
The planet of Kophal III is a temperate planet that is currently used extensively by the imperium as a Aggricultural Planet to meet the nutritional needs of the system and surrounding systems. The sytem’s planetary government and the Kophal Regulars Astra Millitarum is stationed there.
Kophal IV is gas giant which is home to a large space station gas mining refinery.
Kophal V is another large gas giant with many moons. One moon is a cold planet with small liquid oceans of water at its equitorial region but the rest of the planet is made up of frozen ocean. Only small peeks of mountains jut through the icey crusts making it a dangerous world. The Inquisition of the Ordo Xenos maintains a prison and research facility on planet.
Kophal VI is a frozen wasteland. There is liquid water below the sheets of ice formed on the planets deep oceans. Scans have revealed life existing in the deep oceans near geothermal vents present that leak from this planets active core. A small listening post is in orbit around the planet.

All players will build a 40-card deck, play 3 rounds, and receive 3 packs after the conclusion of the tournament. Following the event, we will run a Standard Format League Challenge.
